Britain and France to Deploy Troops to the Country should a Peace Agreement is Reached

The London and Paris have formalized a memorandum of understanding concerning the positioning of armed personnel in the nation if a ceasefire be struck with Russia, the British leader, Keir Starmer, has stated.

Subsequent to negotiations with Kyiv's partners in the French capital, he noted that the allies would "establish defense centers across Ukraine and build secure facilities for military hardware and military equipment" to discourage any subsequent incursion.

The allied nations also proposed that the America would assume leadership in overseeing a halt in hostilities.

Moscow has on multiple occasions stated that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has as yet not issued a statement on this new development.

Context and Ongoing Conflict

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in the start of last year, and Russian forces currently controls about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to stand with Ukraine for the duration," commented the UK Prime Minister.

National leaders and high-ranking officials from the "Coalition of the Willing" participated in the recent discussions.

Speaking at a shared media briefing, Starmer further said: "It creates the pathway for the juridical structure under which allied and coalition forces could function on Ukraine's territory, defending Ukraine's air and maritime domains, and restoring Ukraine's military for the future."

The British leader went on to say that Britain would be involved in any US-led confirmation of a potential ceasefire.

Protection Pledges and Negotiation Stances

Lead US negotiator Steve Witkoff stated that "durable security guarantees and substantial reconstruction vows are essential to a enduring ceasefire" in Ukraine – alluding to a central requirement made by Ukraine.

He noted the allies had "largely finished" their work on agreeing such assurances "to ensure the citizens of Ukraine know that when this conflict ends, it ends for good."

Jared Kushner, former American President Donald Trump's representative, also took part in the talks.

Separately, French President Emmanuel Macron said that Ukraine's partners had made "significant progress" at the talks.

He added that "strong" defense assurances for Ukraine had been reached in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "major advance" had been made in the negotiations, but qualified that he would only deem efforts to be "enough" if they resulted in the conclusion of the conflict.

Earlier, the Ukrainian leader indicated a settlement was "mostly finalized". Agreeing on the outstanding 10% would "shape the future of peace, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the heart of key disagreements for diplomats.
  • The Russian President has consistently stated that Ukrainian troops must retreat from the entirety of Ukraine's eastern Donbas region or Russia will seize it, rejecting any middle ground over how to finish the war.
  • The Ukrainian President has thus far rejected ceding any land, but has suggested that Ukraine could withdraw its troops to an designated point – but only if Russia reciprocates.

Russia currently holds about 75% of the Donetsk oblast and around 99% of the bordering Luhansk region. The pair of oblasts form the heartland of Donbas.

The earlier US-led multi-point proposal that was widely leaked to the media last year was viewed by Kyiv and its EU supporters as being strongly biased in Moscow's favor.

This led to a period of intensive negotiations – with the involved parties trying to adjust the draft.

Recently, Ukraine submitted the US an new 20-point plan – as well as additional documents detailing prospective defense assurances and plans for Ukraine's reconstruction, he stated.
